I dont have a way to download it ... I just see:
      Review Facebook App
Download Mobile API for vBulletin 3.x

the review facebook app tells me:
Your site does not appear to be properly installed. Please check your site installation. If you are sure your installation is correct, please create a support ticket. Failed when testing CMS

For App Site URL I put:
      App Site URL: https://www.myforum.com/forum/apps/fb/

but there is no app there ... so not sure if I am doing this right.

It says it has to be forums ...
when i put it in without it has an error ... when I leave the forums there it gets past that step

When you go through the initial setup, or through the Review App process (under edit), there is an prompt at the very end after you hit publish, and after that you get the download link on the screen (just words with the link). Once you have downloaded and decompressed the files, you have to upload them to the appropriate folder structure you are using for your host.

I keep seeing http:// above in all your references. For the vB Facebook app to function, you have to have the vB FB App configured for https:// (SSL) and your actual App you created on Facebook (https://developers.facebook.com/apps) using https:// URL's.

                    • Did you setup the App on Facebook, per the instructions in the download package, with all required fields and SSL (https://)?
                    • Did you complete all the fields when configuring the vB Facebook App setup process, and ensure all SSL references to the location URL were https://?
                    • Is https:// setup for your site? (meaning, did you purchase and install a SSL Certificate successfully or are you using a separate SSL host for the location?

Where is the instructions? I dont see any ... this is the point I didnt set ANYTHING up ... I just clicked the review part ... and it asked me stuff ... where can I get full instructions on what to do?

Where is the download package ... you say:
"per the instructions in the download package"

I believe i have https set up on my site as all my cpanel stuff is all https.

Is there anywhere where they have all of these steps in a list so I can follow them ... I have not seen anything that tells me how to set this up.

You will need your own SSL certificate for your domain, the cPanel access will not work with your actual domain.
