I did some searching. The only other time I see this mentioned is in a bug report for vB 1.1.4 (heh.)

Clearly, guests are being ignored here. I assume because we can't get a bbuserinfo[lastpost] time for guests. Is there a way that this can be handled, perhaps by storing a lastpost time in the sessions table? While not perfect, at least it provides some means of preventing a guest from flooding--at least it offers the same degree of protection that it does against users. Sure--they could just force a new session, but then again one could argue that a person could register multiple accounts and use a round-robin approach to flood the forum.
