Inserting a Banner in the Header

I'd like to add a banner in the header template. Specifically above the navagation bar. Can anyone help me with the coding?

Simple HTML. Just place your code right above the <!-- toplinks --> in the header template. Look at the HTML source for my OptiBoard page if you need help.
