Users don't have option to upload avatar (but admin does?)

As I've posted pictures and stuff about what he should be seeing:

But he's not getting the option to upload.

Sorry about the post link, didnt know it would ONLY show that post. (btw, is that going to be normal in the future? how would I have a link start at a post and then whatever is after it?)

In the Admin CP goto Usergroups and click on Usergroup Manager, next scroll down to Picture Uploading Permissions and change the option Can Upload Custom Avatars to Yes.
