Attachment Problem 2.3.1

After upgrading to 2.3.1 from 2.3.0 I have lost the ability to see images in attachments that members have uploaded. All I see is box with red X.
I have view images set in CP instead of view link to image. :O

I can go to edit and it shows link to jpg but here is code I get when click on the link to image.
This is only part of the code.

I upgraded two forums today and both are the same with attachments not showing.
