Custom Language for a sub-forum?

In the Forum Manager, where a Custom Style for this Forum is set, can a specific Language from the Language Manager be selected for that individual sub-forum too?

If not, can a specific language be flagged in the templates based upon the forum ID number?

Sorry, there is no function to do this. This requires modifying the code. We cannot officially support code modifications or forums running modified code, however you can try searching or asking for help with this over at www.vbulletin.org.
