It's not finished yet, I'll update it when I'm finished. Except the (admin)help, most of the phrases are translated.

Why isn't Jelsoft creating official language packs?

We are. We made them for English, German, Hungarian, and Chinese.
But we do not have more official distributors at this time, so no official team to translate them. We're also not looking at adding more official distributors at this point.
We already offer the option for customers to share their resources to help those who desire it. Time and resources prevent from making everything 100% perfect as the customers want it. It's impossible.

These unofficial language packs are really bad. Grammatical mistakes, wrong and missing translations etc...

You have thousands of Turkish users. Probably more than Hungarian users. That would be really nice if you make these users happy

We can, if everybody reports the mistakes and helps translate the pack together with the author. We've done this in the past, resulting in good enough translations. If users just complain about it but never point out the issues, they can't get corrected. There are afteral over 7500 phrases that need to be translated.
