Trouble with utf8 not working after adding some mods

I have imported my database from phpBB and set utf8 in Languages so I can use Romanian language (with special caracters).
    All was working fine.
Prior I have installed also Projects and dont think I had a problem with it.
But somwere between or after the installing the following mods:
    Cyb - ChatBox
    ibProArcade for vBulletin
    Post Thank You Hack
    vB Ad Management
    vB Ad Management English language
    Welcome Headers

I have lost the abbility to display special caracters of Romanian language. (Only a few users use to write with those caracters, we can use regular instead ş = s ...)

I have updated Post thank you hack to latest version and is likely that this is the cause (update was yesterday and today was the first time I notice). Update was done as per the instructions (overite mod files and upload .xml)

Can you advice where too look? In Admin panel Language settings I have utf8 set. That should work.

    Best regards,

This thread has several things you can check regarding charset problems:

You may also want to temporarily disable your addons to see if those are causing problems.

Thank you. I have read that first. All checked.

I identify that trouble lays in what browser you use.

Firefox OK You see with Romanian characters (assuming you have posted with Romanian characters)

In IE you see giberish instead of Romanian caracters.
şţăâîŞŢÂÎĂ instead of şţăâîŞŢÃ‚ÃŽĂ the wright way to show.

I mention that special characters are only 5 that can easy be replaced by the regular ones ş - s and so on.
You need to use Romanian language to be able to post a message with special characters.

      Any suggestions .. .

Language problems can be tricky. That thread lists everything I know that can cause these problems.

What is the URL to your forum? I want to try both FF and IE. That is strange that only one browser has a problem.

I have made a English topic here for testing purposes.

You can use user McDentist / testing to login and test posting in forum.

I have confirmed the problem in IE. The text actually shows correctly in the source code of the page, but IE garbles it. I suspect this is a presentation issue.

My first suspicion is the html charset:

Admin CP -> Languages & Phrases -> Language Manager -> [Edit Settings] -> HTML Character Set

You are using utf8 right now. I think this needs to be UTF-8 (with the dash).

I also did a Google search and found ISO-8859-2 named for the Romanian language:

So try using ISO-8859-2 if UTF-8 doesn't work.

              Bull'z eye
That was the problem and the answer.
              Many thanks for help.
