no email notifications

Brand new first time installation. Clueless vb noob.

The diagnostic email works fine.
An email sent to another user last night arrived okay.
When I banned someone an email was received by one (but not both, or myself) of the other moderators.

But I've been searching for an hour now and can't figure out why no other emails are working. I tried turning off the Mailqueue.

I sent a test email an hour ago, it still hasn't arrived.
No thread or PM notis are working.
