Ban the IP address

Hello I have been having people sign up on my forum with stupid unnapropriate names and they have been posting very bad things. I know that its coming from a specific library and I have the ip address of that library and need to know how to ban it so these people signing up there can't do these stupid things.

You can ban IP addresses under vBulletin Options -> User Banning Options.
