You can't.. Ask Microsoft to make this a feature.

Is such re-ordering even necessary? I barely use tab re-ordering in Opera as it is, and I can't imagine ever using it in WinXP.

When using programs in line such as Dreamweaver, Photoshop, and Firefox (1 window in vB CSS editor & 1 window design preview) its nice to have an order. I purposely open each program in an order that I've become fluent with. This provides faster navigation when clicking on each program several hundred times a day.

You can use the freeware program Taskbar Shuffle.
