If I change everyone's usergroup to Users Awaiting Email Confirmation, then send out an email to everyone in that usergroup with the $activatelink in there... will it force them to all click that before becoming a member again?

If not... is there a way built in that will force all users to "reactivate" their account?

That should work. You should also include a link to this page:

http://www.yoursite.com/forum/register.php?do=requestemail

...so users can manually request another activation email.

I recommend you backup and test this before doing it to all of your members.
