Arabic encoding

I'm running Vbulletin in Arabic...for for the last 6 months my Arabic forum was working perfectly.

2days later there is a problem on the hosting company server...when the server gets up most of the arabic text was garbled...unless your change the Coding of the Browser to Arabic-Windows it will work properly.

Everytime i refreshes the page of my arabic forum i need to set the Arabic windows coding of my browser.

how can i set Arabic-Windows as my default Encoding.

Check the arabic language setting, is the ISO set properly?
What is your MySQL server version?

Ok. i check my database....the version
written there is MySQL 4.0.20-standard
