Where can I change this color - #8CAAE7

I would like to change this color from 8CAAE7 to 555555 where
can I global change it for all of the locations on my forum?

I couldn't find #8CAAE7 in the main css of a default vb3.0.3 style.

Go to extra CSS options, find fieldset, add the colour line like so
