How can I moderate a users posts prior to allowing them to be posted?

Moderation can be enabled at the group and/or forum level.
You can moderate an entire group by setting this permission:
Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup -> Always Moderate This Group's Posts
Or for an entire forum:
Admin CP -> Forums & Moderators -> Forum Manager -> Edit Forum -> Moderate Posts / Threads / Attachments
Or for specific groups in specific forums:
Admin CP -> Forums & Moderators -> Forum Permissions -> Always Moderate This Group's Posts
When a post is put into the moderation queue, you can approve it in your:
Admin CP -> Moderation -> Moderate Threads / Posts -
Just an FYI as I just got this issue and didn't think. Also check the Forum Permissions for your Category Forum.. the permissions cascade down so even if the forum is set to display as a category and not a forum if you set moderate this forums posts.. it will enforce that in all the forums below that categoryComment

That is very helpful, however I have a question to ask. How does one moderate the posts of new members until their usergroup is changed by the Administration? Also, is it possible to moderate new members up to a certain amount of posts?Comment

Yes, you can:
1. Change the Registered usergroup setting for 'Always Moderate This Group's Posts' to 'Yes'
2. Use the User Promotions system.
a. Create a new usergroup with the appropriate overall permissions:
Admin CP -> Usergroups -> Usergroup Manager
b. Set the appropriate usergroup permissions for the forum in question:
Admin CP -> Usergroups -> Forum Permissions
c. Create a Promotion to promote users that reach this post level to that group:
Admin CP -> Usergroups -> PromotionsSteve Machol, former vBulletin Customer Support Manager (and NOT retired!)
