how do i fix this..

when ever he try to upload this pic .. he recives this msg ( File system directory is not writable. ) but when i do i don't recive anything .

I am not sure exactly what that error means, other than what it says. First we should look at differences between the users and types of files being attached to see if we can find the problem.
