In the options part of the admin CP, there is a setting for which type of spell checker to use. However, when posting, I do not see a spell checker option. Is there one? Does it have to be enabled? How?

I do not see your point.
If there is an option to turn it on or off in the cp, then leave it installed. If one day Spellchacker.net discontinues the service, VB posts this on the board, and we all go into our cp's and disable the feature.
