2.x what files do NOT need #!/usr/bin/php

My ISP is setup such that I have to edit all php files and place #!/usr/bin/php at the top. Which files in the 2.x builds should *NOT* have their headers modified.

OK so here's what I think should not have the additional header added. Can anyone confirm/addto this?

i have the same problem and cannot get anything to run just wondering how you got v-bulletin installed...thanks...if you could help me out that would be great thanks.
