New at this...36+ hours of the same problem...help?! :(

Step 2) Connect to the database
    Attempting to attach to database
Error description: mysql_connect() [function.mysql-connect]: Can't connect to MySQL server on 'localhost' (10061) D:\Hosting\4480376\html\Forum\includes\class_core.php on line 311
The database has failed to connect because you do not have permission to connect to the server. Please confirm the values entered in the 'includes/config.php' file.

I know about most of the common fix's but they are not working for me. I have checked my database (even created a brand new one and tried), user and password. Everything with that is correct. I placed them to the right of the equal sign. I use GoDaddy.com if that helps anyone.

Any help from anyone would be greatly appreciated. I have been up for a little over 36 hours trying to fix this problem, and still nothing. I called GoDaddy, they were no help and stated it was the program (vBulletin) problem, not GoDaddy.com...

    Thank You...

Did you enable all permissions on the database for the username you are trying to use on the godaddy account?

I have been told to do that, and I called GoDaddy and they said it is automatically set with all permissions, so I was confused. That was the only thing I could think of...
