Error while running the upgrade script to beta 20 / 21

I received this error upgrading from beta 19 to beta 20 last night. I awoke this morning seeing the beta 21 release was sent out so upgraded thinking it was my issue with uploading and the new scripts would resolve. Same error again.....

Well the error is a memory issue with PHP. What step did this occur on?

You are getting the same error on the same step during an upgrade? What step is that on?
