[Forum] Message editor toolbar missing

vBulletin Version: 4.1.7 and I have a custom theme/skin

Here is the issue: The Message Editing Toolbar is gone


I already did the following but did not work:
1.) Set Modern and Mobile Style to None and sill didnt work. I tried to set to a mobile skin, still didnt work.
2.) Tried to create new style (default skin) but still the toolbar isnt showing
3.) Still not working with default vB skin


PLEASE HELP

In your Settings -> General Settings -> Miscellaneous Options -> Message Editor Interface, what do you have selected? The Basic Editor would look like that. You probably want the WYSIWYG editor.

the setting is "Enable Standard and WYSIWYG control"

Not sure we're on the same page, that shouldn't be an option- I'm talking about the "Settings" link on the top of the forum, not in your admin cp.
