First of all what version are you running. Second have you disabled all add-ons by adding in the config.php the following:

define('DISABLE_HOOKS', true);

Think you can rule out an add-on then you need to wait until some one with some good php knowledge comes along. Never seen anything like this you can search the forum see if this happened to some one else.

Are you attempting to use ImpEx? If so, please ensure Suhosin is not installed on your server.

to check for suhoshin but that error looks like it's trying to call a method from a class that doesn't exist did you uploaded *.php files a ASCII text and not binary ? ...
