Active Members count

How is the Active Members count formulated ?

Does it include members who register but have not confirmed their email address yet? If so is there a way to only count confirmed members?

There should be an option in the general options to control how it works. I'm sure it counts those members who fail to verify, however it will only count them for whatever amount of days you set.

Can I get a developer or some more people to confirm members who don't even activate their accounts/verify their emails are being included in this 'Active Member' count?

Active members is determined from this setting:

Admin CP -> vBulletin Options -> Forums Home Page Options -> Active Members Time Cut-Off
