You can create a custom template in the AdminCP and assign that template to the header_toolbar template hook. You would probably need some custom CSS to move it into location.

I believe there is some code on https://vbmods.rocks that uses CSS to move it down. That space wasn't designed to hold ads by default. However, there is a template hook (header_toolbar) in that location...
