Hi, I am looking for a good Free Software (i.e. Open Source) bulletin board system. I am willing to pay for it and/or for the support/packaging. Is vBulletin Free Software?

vBulletin is NOT OPEN SOURCE.
It can be referred to as Visual Source in that you can see the source code but it is in no way to be considered Open Source.Translations provided by Google.

Another way to describe it:
vBulletin is licensed software which you have to pay for.
However, as a customer, you can view and modify the code according to your needs.
However (2nd), you are not allowed to redistribute the software/code (modified or unmodified) in any way.
