hi, i am planning of buying VBB, but i am wodering if i am allowed to change the language to the language my country uses, and how much changes i can make on the program to suit my need.

Yes, you can make those changes. This would requiring hacking some of the code and rewriting many of the templates, but it can be done.

but ofcource i will keep the copyright logo, but other then that, can i do anything i want???

Yes, you can change and modify it as long as you keep the copyright notice intact and do not distribute any of the hacked (or original) files. Templates (via style sets) can be distributed.
