that depends on a few factors including where the particular problem resides i.e. web host end or user end. Are you on virtual shared hosting or dedicated hosting?

vBulletin support forum/techs and support ticket system can help you in most cases... however some cases the help would need to come from your web host especially if you're virtually/shared hosted
