The Webmaster said it can,is it possible?I have Ikonboard 3.0.1,and im currently awaiting to see if we can upgrade to vB.

Also,Must you pay for the Upgrade to?I hope not because it should come with it for $140+..

vBulletin 'owned' license is $160 US, not 140. (maybe if you buy bulk?)
I am not aware about any import scripts at this moment for IBoard 3.0.1 (but I am not the one making them). These import scripts are free of charge (and you can get them, if any, once you have access to the members area <-=- after purchase).

Yes,
goto the user control panel, and there you can choose to disable signatures from showing up.
