Yes, your license would give you access to vB3, vB4 or vB5. You can only run one instance per license, regardless of version.
For vB3 we would recommend 3.8.11 which is the most recent version, this will run with php 5.6, php 7.0 or php 7.1. However you can use 3.8.9 if you need to instead - it just isn't compatible with php 7.
