Club Page/Board

I have taken over leadership of a Saltwater Aquarium Enthusiast Club and the membership has asked me to entertain the idea of a Club message board/page.

I don't have much experience on the subject. I do know that about 2 years ago we had a page that used VBulletin, but leadership did not retain the domain and let it go. I am not sure if we have a usable back up or not. Would that be useful or would it be as easy to set up anew? Sorry for newbie questions.
Trying to get a handle on costs so we can budget.
