Assistance with removal of vBPortal and upgrade to vBulletin 5

My site currently runs on vBportal and vBulletin 3.8.5. I would like to remove the vBportal and upgrade to the current vBulletin version but I am not sure if I have the knowledge or skills to do this.

Is there some place I can post a request to hire someone to assist me?
