When its ready, if you require the bug fixes/stability fixes, use it now.

vBulletin 4 is currently in a legacy mode, some bug fixes (with compatibility issues) are still being address. However it is not the primary platform that is being developed for at this point.

Some development, primarily bug fixing, security issues, and compatibility issues are being fixed. However new features/functionality are not, and the vast majority of bugs are unlikely to be resolved.

vB 4 went from atrocious to average and it looks like that's where it will finish. Is it any wonder people aren't holding out high hopes for vB 5 which looks like it will follow the same development arc?

Sorry you're disappointed, but I'd take issue that vB4 is "average", it is in fact very good and remains very popular.

Disagree. vB4.2.2 is a very good platform, far ahead (features) of vB5 or XF

Yes, however it will be a future build that is not yet available.

The Facebook API should be updated in 4.x by the time 4.2.3 is officially released. Facebook will still work with existing 4.x sites, but no newly created Facebook Apps will work. Old apps will continue to work until sometime in April I believe.
