    Would I need a license for this?

    Say I get a program to download sites "offline browsers". If I use this and upload the pages from it, would I need a license to do so? It would use the js, css, images etc but all features requiring a database such as subscribing to a thread, creating a new thread/post/member/forum etc would obviously be unavailable.

    So for this, would I need a license or would that free up my existing license for other projects?

    You can't use any part of the vBulletin design, including logos, images and html, without a valid license.

    So if in effect you were displaying static versions of vBulletin-generated pages then yes that would need a license.
