Is vBulletin powerful enough to subscribe to posts?

Does vBulletin 4.X allow for subscribing to specific users' posts? Not subscribing to a thread (which literally has hundreds of users posting in every day) and not subscribing to a forum, but email notifications for only specific users' new posts (for example, owners of the forum, etc regardless of which thread they post in). Is this possible?

I do not see the option anywhere. This is using vBulletin 4.2.2

You can follow users by visiting their profile. However vBulletin 4.X will not send an email when you friends post. To get updates on any thread, you need to subscribe to that thread specifically.

I am looking to receive notifications via email when a specific user or employee posts without visiting their profile (and again, without subscribing to specific threads).
