is it possible to buy the CMS without the forum?

I already have a vB4 forum license, but want to add a CMS to my already-existing forum. is it possible to do that? because I don't want to buy the CMS + forum package and end up with two vB licenses... :\

Yes.
In the Customer Area you can buy it for $100

vB5 is unequivocally the best forum software, but not yet...
