No, they cannot do that with vBulletin.

There are no special features in vBulletin to enhance accessibility for the blind.

I would need more info on what you consider a daily digest to tell you for sure. There is an option for a daily summary of subscribed threads sometimes called a daily digest- it is not an overall site digest however.
