vBulletin Cloud = vBulletin 5 Connect?

Is the Cloud version same as having purchased the full features of vBulletin 5 Connect? Will the cloud version have the blogs, articles and groups as seen here in the support forum?

Yes, it's essentially the same product, some customisation options are restricted though.

It runs on the Cloud platform and has been customised only using tools available to customers.

What would be the biggest difference between the cloud and self-hosted version? What can't I do in cloud that can only be done on self-hosted.

Mainly the limitations of vBCloud - No template editing (besides CSS), no ability to upload 3rd party styles, and no using add-ons from vBulletin.org or other sources.
