CMS question

So the site I am looking at making will let users of the site track their collection of a certain item. There would be a master list and from there, the users have their own lists that they can add items from the main list to their personal lists. They would also be able to rate the items and write notes on them that they could access whenever.

Is this something vBulletin can do with it's CMS functionality?

The built in VB CMS functionality would not have the features you are looking for- this would need to be some sort of custom coded add-on.
