Cpanel is a hosting Control panel for linux based servers and won't run on windows. Plesk is traditionally a hosting control panel for windows based servers. (although can be used on linux too) Windows 7 home premium is an operating system found on the majority of modern home computers.

Today it comes down to personal choice. Many hosting providers offer you a choice of either. More hosting providers support cPanel though. Personally I prefer cPanel.

Plesk tries to create an object oriented system based loosely off the Windows UI. I don't think this is the best way to manage a server.

cPanel presents a UI that is more task oriented and I find it easier to navigate.
