Topic level permissions

Hi,
I'm in search for a discussion board with kind of specific permissions system:

1) admin adds users to categories
2) when the user has access to the category, he can create new topic and select users that are allowed to see / post in the topic.
3) Any user that has access to the topic can add other users.

Is this scenario possible with vBulletion?

All of the mentioned things is possible with vBulletin's permission system (users, usergroups, channels).
