does the new vb5 connect include the cms and blog system ?

i want to create a web site with the option to use the cms and blog system.
if i am making a fresh new instell, does the vb5 include all this ?
if not, can i get vb4 ?

the next version of vBulletin 5 will have the CMS functionality. Blog is already included.

With a vBulletin 5 license you also can download all previous versions of vBulletin.
