Can vBulletin be viewed on Playstation 3 and does the forum software support Japanese

Yes and Yes.

However, vBulletin doesn't have a publicly available Japanese language pack. You can of course post in Japanese regardless, but the forum base software would operate in English by default.

vBulletin does not have one that I'm aware of. There are a few Japanese vBulletin sites out there, but they are stubborn about giving out their language packs. Rightfully so.. they probably did the conversion themselves. But, to buy it from someone... highly unlikely. Japanese people are more accustom to the mobile BBS sites accessible via cell phone. Either that or Mixi, with a small percentage on Facebook.

This site: http://sb.xrea.com/index.php -- is the most up-to-date vB site with a Japanese language pack. However, their latest notice at the top of the page says they are changing the board and server. (along with some apology about inaccessibility in November 2010)
