and what will vb3 look like?... what are the differences between vb2 and 3? what are the best featchers of 3?

There is currently no official importer for phpBB.

I believe there is an 'unofficial' one available at http://www.vbulletin.org/ however please note that we are unable to provide support for any scripts obtained there.

No it doesn't. The databases in vBulletin Lite and the commercial version of vBulletin are completely different.
