It should do if the versions of PHP and MySQL meet the minimum versions.

The Publishing Suite includes the CMS, Forum and Blog.

Take care, support for 5.2 with the release of 5.2.14 ended. Could take 2 years for Yahoo to upgrade to 5.3

vB5 is unequivocally the best forum software, but not yet...

In future vB might require you to have PHP 5.3+
Yahoo might not be interested to upgrade to it.

Yahoo is only 2 years behind? Well, I guess any progress is good.

Yeah, respect to Yahoo ... now that "all users of PHP 5.2 are encouraged to upgrade to PHP 5.3" (quote from php.net)

Oh and MySQL v4.1.14 is almost 5 years old and EOL.
