Stealing is ok, but in certain countries?
In some countries, they cut your hands off.
If you steal vBulletin, you will always look over your shoulder.

Cant really think of a country that allows theft,

I have seen thousend of forum using cracked vbulletin version. But no action taken. Why? Most of them hosted in asia something called offshore host. Is there any other option take them down without host support?
