SEO Landing pages JOOMLA ???

Hi there, I was having a chat with a guy yesterday and he told me that he is paying £500 a month to a "web expert" guy that is creating thousands of pages automatically for his website and they are called landing pages. Lets say for instance this guy I know is selling cars in Orlando on his website, this web guy has created thousands of pages for him (which are almost identical to the template page except for the location names ) such as

cars in Tampa
cars in Clearwater
cars in Daytona
Ford cars in Kissimmee
Mustangs in Miami etc etc

and this list goes on for thousands of different pages. I know this will be quite obvious to a lot of VB users but I am a bit of a novice when it comes to web design and optimizing etc so could anyone point me in the right direction on how to automatically create these types of pages

Assume that this tactic will get you banned from the search engines. Its specifically against their guidelines. They will detect it eventually.
