Yes because you have to enter this url in the membersarea (you have to tell where you use your vBulletin licence)

if you do use godaddy go ahead and look up a "coupon code", save yourself a few bucks to purchase vbulletin.

You should realise, other than a domain, you'll also need hosting.
A good place to start may be http://www.hostmonster.com, http://www.justhost.com or http://www.hsotgator.com which all come with a free domain as I recall.
There is a section based on hosting too, go have a read there. The domain is an address like the address to your home, the host is where your address points to and where your forum will be kept.

IMO, i had a really bad experience with GoDaddy.
                http://www.namecheap.com/ was my solution

i think the best place to start for a domain would be google

and u dont need a domain to buy just enter localhost or intranet
i purchased and installed a vb 3.6 for a company for intranet use only.. (quite some time ago)
but i was in contact with a "sales person" from vb about it. but still u dont need a domain to purchase.
but you do need to fill in the form..
