I think he is asking how do you activate the quick reply. If thats the question then to activate the quick reply you have to click on the quick reply icon in a above post. It's the farthest icon to the right in any post. Hope this helps.

there are 3 settings for this.
in the admin cp -> vBulletin options -> Message Posting and Editing Options

sounds like the quick reply setting, is set to "Yes, Click Required"
-> change it to "Yes, Click Not Required" and you will not have that message.

believe if you can do it as admin everyone should be able to.

Inexplicably, vBulletin default is that users only have the Standard Editor. Turn on the Advanced WYSIWYG Editor for All Users. Would be nice to see this changed some day.
