If paypal will give the money to jelsoft from your bank account, i can see no reason why not.

yes its can be used - i used it when i was new in SL - a monthly rent - which required paypal but its not on paypal accout that i had but automaticlly paid through card part that separate from main Paypal which paid the land owner
of course there many options here - offline payments too

Jelsoft/vBulletin requires that your account is PayPal verified, with at least a credit card, bank account, or whatever makes you verified.
