ran test php and got error

I ran the test on my server and got a fail for the 'GD' under recomended settings.

What does this mean and is it a big deal?

You can run vBulletin with open_basedir. There are settings to work around this in the Admin CP. You shouldn't have any problem running vBulletin. You just won't be able to store images and attachments in the File System and will have to use the database.
